The functions of the Office of the Municipal Planning and Development Coordinator is mandated by the provisions of Republic Act 7160 otherwise known as the Local Government Code of 1991, to wit:

  1. Formulate an integrated economic, social, physical and other development plans and policies for consideration of the Local Development Council;
  2. Conduct continuing studies, researches and training programs for implementation;
  3. Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;
  4. Monitor and evaluate the implementation of the different development programs, projects and activities in the local government unit concerned in accordance with the approved development plan;
  5. Prepare comprehensive plans and other development planning documents for the consideration of the local development council;
  6. Analyze the income and expenditure patterns, and formulate and recommend fiscal plans and policies for consideration of the finance committee and promote people participation in development planning at the barangays level.

With the vision of the Municipality of Sagada to be a prime tourist destination known for its rich and preserved heritage and natural environment where a prosperous, united, empowered, healthy, God-loving and self-determining umili are guided by sound indigenous cultures and practices living in a clean and peaceful community with a strong and fair political leadership, the mission of the office is to conduct studies and researches as basis in the preparation and formulation of socio-economic and other development plans for the consideration of the  Municipal Development Council, which will eventually become the roadmap for the attainment of the vision of the municipality.



CY 2016

The objective of the office is to provide a framework for change, which lays out the actions that have to be done in order to achieve a sustainable development.

The office is manned by two personnel, the municipal Planning and Development Coordinator and a Municipal Clerk III with the following accomplishments:

2. Preparation of the Annual Investment Plan


Annual Investment Plan 2017 was prepared and submitted before the year ended.

3. Updating of the Local Development Investment Plan


Consolidated all project lists of barangays either through resolutions or verbal instructions and integrated it with the existing project lists identified at the municipal level. The LDIP was submitted to the SB for adoption.

4. Issuance of data sets and maps to requesting

There is a need to strengthen the PMT as so with the Secretariat for them to be functional and be able to serve the purpose of its organization.

7. Attendance to all workshops/meetings /conventions


All necessary meetings, workshops and the convention were attended.

13. Posting of all required /mandatory documents in the full Disclosure Policy Portal (FDPP) before quarterly deadlines


Collection and Uploading of LGPMS and Quarterly data collection and uploading of FDPP. The LCE should issue a memorandum to concerned offices so that it would be their responsibility to submit what is required from them to the office for uploading.
