OFFICE OF THE MUNICIPAL ENGINEER

  1. INTRODUCTION

The Office of the Municipal Engineer was created by virtue of Art. VII Sec. 477 of the Local Government Code of 1991. Included in the said article is a provision which mandates the Municipal Engineer to also act as the Local Building Official.

The Municipal Engineering Office is primarily responsible in the preparation of detailed engineering design and Program of Works, coordination, supervision and control of the construction, maintenance, improvement and repair of all infrastructure and public works projects of the municipality.

The Municipal Engineer as Building Official is also clothed with the overall responsibility of enforcing the provisions of the National Building Code (P.D. 1096) such as but not limited to the Administrative control and/or supervision of all activities relating to the processing and issuance of Building Permits and Certificate of Occupancy covering the construction, addition, repair, alteration, renovation, and/or demolition of all buildings/structures in the locality.

SUMMARY OF FRONT LINE SERVICES:

  1. Initiate review and recommend changes in policies and objectives, plans and programs techniques, procedures and practices in infrastructure development and public works in general of the local government unit;
  2. Advise the mayor on infrastructure, public works and other engineering matters;
  3. Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges, and other engineering and public works projects of the local government unit;
  4. Provide engineering services to the local government unit including
  5. Detailed Engineering investigations, survey and design,
  6. Preparation of program of works, detailed estimates, plans and specifications of local infrastructure and public works projects.
  7. Issuance of Building Permit (Pursuant to the provisions of P.D. 1096 - the National Building Code of the Philippines And its Implementing Rules and Regulation).
  8. Issuance of Certificate of Occupancy (Pursuant to the provisions of P.D. 1096 -The National Building Code of the Philippines And its Implementing Rules and Regulation).
  9. Issuance of Fencing Permit (Pursuant to the provisions of P.D. 1096 - The National Building Code of the Philippines And its Implementing Rules and Regulation).
  10. Issuance of Sign Permit (Pursuant to the provisions of P.D. 1096 - The National Building Code of the Philippines And its Implementing Rules and Regulation).
  11. Researches/Verification, True Photocopies of building plans, Building Permits, Occupancy Certificates and other related documents.
  12. Researches/Verification, Prepare issue Certifications for Building Permits, Occupancy Certificate and other related documents.
  13. Issuance of Permit for Temporary Service Connection (Electrical) - (Pursuant to the provisions of P.D. 184 - The Philippine Electrical Code).
  14. Issuance of Electrical Permit (Additional Meter) - (Pursuant to the provisions of P.D. 184-The Philippine Electrical Code).
  15. Issuance of Electrical Permit (Reconnection for Long Time Disconnection minimum of 1 year) - (Pursuant to the provisions of P.D. 184-The Philippine Electrical Code)
  16. The maintenance for the Cleanliness of the Municipal Buildings, (Old Municipal Building, New Municipal building, RHU, Legislative Office) by the Maintenance men.

 OTHERS - Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
